you need to be in a service area.
if you have an optimum account, you can sign onto optimum wi-fi service. but otherwise, just choose unlocked one with the most service.
yes you can at local places that offer it for free, but you need to get a plan with ATT anyways so its pointless.

You can get free wifi at McDonalds, panera bread, and many other fast food/coffee shop locations.
When you go somewhere, go to settings, and check your wifi. Click to see if it has wifi. NETGEAR is a common one that appears randomnly along with linksys. Also, McDonalds has it along with other restaurants and bookstores. If you can’t use it automatically, open Safari and see if it requires accepting a certificate or something like that,
